I have perused the Apple support pages but still can't figure out what I should do. The application launches under another user account on the same computer. Apparently, I am not eligible for Apple Phone Support for this issue.

Advice would be greatly appreciated.
 
Have you tried repairing permissions via Disk Utility?

What exactly happens, when you want to open iPhoto? Have you taken a look at Activity Monitor and seen if it appears there shortly?
