Does the app on Apple TV allow you to watch live programs from the start?

My PS4 does but I know some devices don’t.

That is a function of the app which is streaming the content.

Yes, BBC iPlayer presents the option to ‘watch live‘ or ‘watch from start’ when selecting a live program.
