Rumor has it that there is a new Untethered Jailbreak with RedSnow for 4.31

I however, am on the 4.0 jailbreak version from Jailbreakme.com I am unsure if that is tethered, or untethered, also I am unsure what Tethered, and Un Tethered is.

Recently I have been having a few bugs and was wondering if I were to restore right now what (NON) Custom Firmware I would be on by Apple. Would it be 4.31 and would I be able to Jailbreak with this new RedSnow jailbreak?
