How do I get video downloaded to a PC? What software do I need for editing?

Email the video to yourself,
Save the video on to your computer when you check your email on your computer.

And iMovie is a good video editor.

You mean you get a PC and a video in iPod Touch, and you want to get your video from your Touch and edit in PC? If so ,you can plug your iPod in, and then you can find your iPod in "My computer", and then open it, you will find your video, and copy it to your computer. And you can download Corel VideoStudio to edit it. If you use Windows Movie maker, you need to find a video converter to convert your video to WMV.

I have tried this and it only will show photos.

BTW; OP, if you want to download photos then your iPod will be under scanners and cameras.

Well, if you wnat you download the video from your iPod which did not take by your iPod, you need to find some tools just like iPod transfer or something what, but that's kind of tools are not so perfect, some tool will damage your ios, made you need to restore your iPod. Just keep cautious.
