I just found my iPod touch 4th generation. I have not used it in years. But I can’t seem to get it to charge. It starts to and screen will come in while plugged in but then it goes back off and starts over. If not plugged in it will not turn on. Does this sound like the battery is done? Is there anything else can be done? Thanks.
 
Probably. At least, the battery is very deeply discharged.
If it does not power on normally after leaving it for a few hours, the battery is probably done.
 
What do you have it plugged in to? Sometimes using a higher power USB connection or firewire can bring them back. You could also try plugging it into a computer. If none of that works, the battery and or board are probably cooked.
