I'm no computer whiz so i'm not completely sure what you mean, but i'm certainly aware that you can already use facetime with the iPhone 4. If you mean using your 3G instead of Wi-Fi to use facetime, you will have to jailbreak with l1merain or something else, and then download a pack.
