iPod touch = iPhone - 'Phone' ?

I have never touched an iPod touch, but some are saying iPod touch is really a iPhone (3G) with out the 'Phone'. True?

That used to be the case in comparing the 1st Gen of both the Touch and the iPhone. However, in subsequent upgrades, the iPhone has been the beneficiary of many more enhancements.
