I bought a 160gb iPod Classic on eBay new. When I got it I sync'd it with my iTunes library and it only downloaded 1/3 of the songs. Did I do something wrong or did I get a phony iPod?
 
Have you considered it could be the battery that is at fault?

I had something similar with a 4th gen iPod several years ago. It would sync and start transfer the songs, once it reached approximately the 1/3 way point, the sync would stop
I tried another two or three times and each time had the same result. In the end I discovered it was the battery that was at fault. It only had enough power to transfer a third of the iTunes library before it died.

I then would connect the iPod and sync the iTunes in batches to make sure the battery lasted long enough to complete the sync.

Pretty soon afterwards I bought a new battery and the iPod could transfer the whole iTunes library without any problem.
 
Even if the battery is fully charged at the start of the sync process, if it's going bad it may start the sync OK, but will lose power part through the sync and die, therefore failing to sync your full library.
