Resolved IPSW for iOS 13.3 for iPhone 11 Pro Max Unavailable?

Try ipsw.me. They have direct links to the dev portal and is working just fine.
I tried that too but I'm getting an error.

I checked it right before I posted for the Pro Max and it was working fine. Have you been using a VPN?

Am I the only one unable to restore my iPhone 11 Pro Max to 13.3? The Finder on Mac throws me an error, and the developer centre does not let me download the IPSW
What is the error?
It's all good now. I think the CDN specific to my area was having issues.
