What version of OS X are you running? Is there anything under Universal Access? I thought it was something like voice over or whatever.

It's VoiceOver. Go to System Preferences > Universal Access > Seeing and turn VoiceOver off. Or press Command-Fn-F5

Wow I'd bet catnip works pretty well for my 2 year old daughter who loves using keyboard short cuts I don't even know how she got to. Problem is it perpetually says that it is starting but never starts in 10.8.3.

Just had to say...

I went searching for this answer because my kitten decided to do the same thing. I've also come home to Facebook and various forms of metal playing at full volume... you'd think she was a teenager.
