Is the 2011 MacBook Air powerful enough to play games, like the XCOM games?

"The following graphics cards require 8GB of system RAM: Intel HD3000, NVIDIA 9400 and NVIDIA 320M."

Looks like it needs 8GB system RAM...

Something else to add: If you game on bootcamp, using throttlestop is a good way to stop stuttering and keep frame rates stable.

Even if you do manage to get past the 8GB minimum requirement highlighted by the earlier poster, I believe the HD 3000 is too weak to play the game at low settings with reasonable frame rates as highlighted by the responses found on other forums with a google search "xcom macbook air".

Unless you've be talking about the 90s version of xcom.
