Is 460.00 a fair price for iPad 2 16GB Wifi that is only 2 months old?

That's a bit much. I just sold mine on here (16GB wifi only) for $280 including shipping and it was as close to brand new as possible.

Apple refurbs include a full 1 year warranty. I'd only buy used at a significant discount.

Just because it might not be fair doesn't mean it won't sell

I sold my 64GB iPad 2 (~4 months old) for $700 on eBay. It was in absolutely stellar condition (and I used my DSLR to show case that). I included the original box, accessories, etc. I also included a case (that I bought for $40 from Best Buy on launch day) and a stylus (that I bought for $15 from my university bookstore). Free shipping too.

I had a lot of offers for $500, $550, and $600. But at two minutes left, someone offered $700. It was good enough for me
