Is a full restore usually necessary when you update the software?

I'm updating my iPhone 3G to iOS4. All of a sudden it goes into full restore mode. I may have accidentally bumped the USB cord while doing the update, I'm not sure, and I don't remember the process from the last time I updated the OS. Is this normal?

If not, then it's pretty crappy that if you accidentally disconnect the cord, all your iPhone data has to be rebuilt from scratch.
