My SGP Ultra Oleophobic for the iPhone 4 didn't come with a hole punched out for the front facing camera, and it doesn't hinder the quality at all, so what's the big issue of manufacturers punching holes out?
 
My completely uneducated guess would be that the iPad's cameras are already bad enough that they don't want to potentially make it worse.
 
I have a crystal clear front screen protector on my iPhone 4 without a cut out for the front camera and I didn't see any difference with or without it.

Same here. No cut out, and there is absolutely no difference in quality. I actually PREFER to have the camera covered with a full screen on the front.
