Is an issue with the vibration being too soft normal, or am I just going crazy???

So, you know how, if you have vibration turned on, when you press certain buttons, or do certain gestures, a vibration occurs as a notification that you've done that? So, I have an Iphone XR which I recently got, and unfortunately, the vibration feedback I am receiving is inconsistent. So, for example, sometimes the feedback from the vibrations are really strong, but sometimes its pretty weak. Am I just imagining this or is this a normal issue? If anyone knows, how do you solve this issue? Is the phone broken? (BTW I've already turned the device on and off, and hard reset it multiple times with no fix). Thanks!
