Is anyone experiencing slow downloads over cellular?

Sometime over the last month or so downloading over cellular just stalls or barely starts.

I have checked the settings on my iPad Pro M4 and iPhone 14 Pro Max and everything is correct.

Any suggestions?

The Apple TV app is the only issue.

ETA: I checked both lines on AT&T, for some reason media saver was on for both, which really shouldn’t cause slow downloads. I turned it off for both and downloads seem to be back to normal for the Apple TV app.

The iPhone is on an Unlimited Elite plan with 14GB used this period. The iPad is on an Unlimited plan as well with 20GB used.
