There is a known issue that if you have FileVault on and if you have non-Apple bluetooth keyboard, the keyboard isn't connected until you login. This means you will need to either use an Apple keyboard or wired keyboard at the login screen. This bug has been there more than 5 years. Is Apple every going to fix it? I am surprised that no company is suing Apple for this unfair business practice.

Unlikely. On boot to FileVault login screen, there is minimal set of drivers which load. Your third-party BT keyboard driver not loaded. However, USB keyboard drivers load so wired or USB based wireless receiver work.

Turning off File Vault encryption, especially on non-T2 security chip Intel Macs, to use Bluetooth keyboard is just plain nuts. Switch to wired or wireless USB receiver. Newer Macs with Intel & T2 security chip and Apple Silicon still encrypt internal storage with File Vault turned off. On these Macs, File Vault double layer of security and only encrypt the disk encryption keys, not the storage itself. So, turn off File Vault on these Macs and use your Bluetooth keyboard knowing internal storage still encrypted.
 
Yes, I understand I could turn off FileVault. However, I have a work computer, so I can't switch off the FileVault unfortunatly.
