Is Apple Turning MacOS Delivery Like iPadOS and iOS?

I'm getting a little concerned with the advent of the T2 chip that Apple is going to deliver future MacOS releases and updates like it does with iPadOS and iOS. Which means not allowing you to downgrade wants they stop signing the MacOS release or update. Am I wrong or being overly pessimistic? Because as soon as I tried to download Catalina via the App Store, it launched System Update and it began to download Catalina.

That's how we get iPad and iOS releases and updates via "system updates".
