Is AT&T Blocking SKYPE Calls?

It has been reported on a few other sites that if you have the #29.95/month plan from AT&T that you cannot use Skype on your 3GS as AT&T blocks it due to bandwidth. Being 3GS-challenged I have no way to check this.... Anyone with a 3GS and Skype to comment??
