Is automation possible only with a Hub?

I set up some timers in another app and they show up in the Automation section of the Home App. They work fine with no issues.

However, on that automation page in the Home App, there is no button to create a new automation. Do I have to have an Apple TV in my house to create a new automation? I thought the Apple TV was only a requirement if I wanted the automation to work when my phone is not in the house.

The automation page complains "Home hub not connected."

Well, it sounds like a hub is required? Weird that the 2 items I added in another app still show up in the automation page and operate correctly.

you can set up automation routines in the Eve app, but they only run if the phone is on the network.

The Home app only allows you to create automations when you have a hub (ATV3+ or iPad)
