Is Face ID always on even if I turn off attention awareness

The thread below has a lot of good info on that topic. The FaceID system is always on, and the flood illuminator is frequently flashing, but the dot projector only fires occasionally. Turning off attention awareness only disables the requirement that the user must look at the phone.
