Is Field Service Mode / debug disabled in Ios4?

I can't seem to get the phone to shift over to it, to test the DB and see what towers I am connected to to troubleshoot the antenna "non-issue"

Anyone?

Nobody can confirm, but I think I have read a couple of issues with not being able to enable it.

bummer, it was a good little test.
