Is going from a 2013 2.7ghz i7 to a 2015 2.5ghz i7 a downgrade?

so I sold my 2013 retina MacBook Pro 15 and it had a 2.7ghz i7.

I'm thinking of getting the new 2015 model with a 2.5ghz i7 but am I downgrading or losing speed?

Should I pay the 240 to upgrade to the 2.8ghgz i7 for the 2-15 model?
