Is GoPro is can be switch on PAL system? as we all know US is a NTSC system, im planning to buy but the country im staying right now is using PAL system if i used NTSC and merge it for editing in PAL is it ok with it? i just wanna ask some advise

Yes the newest GoPro has the options for 24/25/30 fps.
Just to point out that the PAL/NTSC systems are not very relevant to consumers as many editing systems deal with both frame rates and allow you to export at any frame rate you want.
The only issue is if you are mixing the footage with other camera that are recording at 25fps vs 30fps. But to be honest you need to transcode the footage before natively editing with it so it's frame rate can be altered there.
