Is iCloud Keychain availability limited by country?

Hi, I was trying to set up iCloud Keychain both on my mac and iPhone. But my country is not listed where you have to enter a phone number. Is there any workaround for this?

I have this problem too, Cyprus is not included and I can't put my phone number therefore I cannot activate icloud keychain

Same to me Yemen is not in the list... When Apple will support the other countries?? This is sucks ..
