I was attempting to install an app from the App Store on my iPhone X. I entered the correct password for my Apple ID when it asks, and nothing happens when I tap on 'sign in'...no response at all, like it's still waiting for an entry.

The setting for allowed apps under Restrictions is set to 'All' and 'Installing Apps' is also set to On.

However, I also noticed that my Accounts was grayed out in the Settings menu, and it only came back when I changed the Restrictions setting for Accounts to 'allow changes'. After allowing changes for Accounts I was able to enter my password and install the app.

Question: Is there a combination of settings that would allow apps to be installed while Accounts is set to 'Don't Allow Changes', or is adding an app considered a change to the account?
