Is iOS 7 out yet? am i crazy?

a few days ago, a german guy asked me about calling a number in the us. he handed me his iphone, which was clearly using iOS 7, but i didn't think anything of it. i assumed iOS7 had already been released. but now, someone told me it hasn't been released? so my question is - am i crazy? was it released earlier in germany? do some people have early copies? i live in san francisco, so maybe he's like a developer or a vip who downloaded iOS 7 before the official release? i know i could just google this, but i'm confused...

Gold Master build was released last week. I have been running it since its release. Any body could have downloaded it off the internet and installed it, since it didn't have any limitations for installation.

Developers had early access to iOS 7 beta's (and the final release). So naturally, according to The Law Of The Internet, it had become available for anyone who wanted it early .
