Is iPad 1 still unlocked?

I just bought one with 4.2.1 and 7.10.0 bb and I put my tmo sim in it but it will not get any signal. Have the APN filled out too. Any suggestions?

Turn 3G off maybe? The iPad doesn't support T-Mobile's 3G service.

Yes, I have turned off 3G but it does not pull up Tmo at all.

I've seen reports from the UK that suggest it is no longer unlocked, it will not activate on O2 network...
