Is iPhone 4S unlocked?

Since the iPhone 4S is a world phone and it's capable of both GSM and CDMA, is that mean it's also unlocked? I still don't see it can handle T-Mobile's 3G frequency. If the rumor about T-Mobile is getting iPhone is true, then Apple may have another version of iPhone for them. Or T-Mobile would have to wait for iPhone 5.
