Is it easy to use iPhone to provide non-stop internet connection for Samsung tablet?

Hello, I am considering to keep my Galaxy Note PRO 12.2 as a large tablet for surfing the net. Since the plan I have with my Japanese internet provider (docomo) only provides 1 sim card, I plan to put it in an iPhone 6S plus and use the iphone to provide non-stop internet connection for my Samsung tablet. Is it easy to do it? Do I have to notify my internet provider to activate such feature?

It totally depends on whether your provider offers this feature. If so, it's an option in settings. Once turned on and paired, devices will generally remain connected no problem and I find I can go most of the day tethering on battery if I have decent signal.
