And how can I tell?

I’ll be browsing and all of a sudden Safari or Chrome will pause in the middle of loading a page - normally on a white screen - but then finishes normally. The hiccup lasts 5 seconds to 2 minutes and on multiple devices at once. The TimeCapsule LED remains solid green. The TV - from the same provider but by coax - is fine.

How can I tell where the trouble is?

Do you have a computer with ethernet you could connect directly to the modem (then reboot the modem) to test without the router in the loop?

I was about to say no (stupid MacBook Pro) but I have an old iMac that does.Naturally the problem is intermittent so tough to capture.

Would Speedtest tell me anything? It once paused in the middle of the download test.

Yeah... speedtest would be good. If you are directly connected and the speedtest jumps all around, that is a good indication it is the ISP.
