For example, when I'm going out for a bike ride, can I just select "outdoor cycling" on the workout app on the Apple Watch and still be able to add to the ring on the activity app without carrying my phone along for the ride?
 
You can but its advised to bring it on one or two workouts so it can "learn" your pace. It will then estimate your distance based on that since the Watch uses GPS in your phone for location and distance.

Yes. You would only want your phone if you wanted to map your route. I bike with and without my phone and it all contributes to the activity ring. Make sure to bike hard and get that heart rate up.
