The subject says it all. I notice photos I've taken through Telegram and other apps lack EXIF data. Is this as intended, or is it a bug?

I'm wondering whether to report it to Apple or not. It kind of sucks that some of my photos are missing location data simply because I took them with another app!
 
You should probably start by reporting it to the app maker. It's hardly Apple's fault if a third party app doesn't save the EXIF info.

Of course, I could be wrong on that, and Apple has blocked that info from being included... But the app maker should be able to direct you on that.
