I just bought a used iPad 2. I do not have a SIM nor do I have access to one.

When I go to Settings - General - Carrier it shows Rogers 10.0. Is this normal?

Was I sold a locked device?

No iPad( GSM) is locked. GSM iPads all over the world are unlocked. Having to buy with a contract is a different thing.

Also, since u don't have any sim, it's damn weird to show rogers. I would suggest you to reset network settings. Go to general-reset-reset network settings. That should mostly solve the issue.
 
I bought a Bell SIM and it works fine. False alarm on my part.
