I just got an iPhone 13 and noticed something that never happened with my XR. After I take a photo, and I click on it to view it, the photo appears out of focus and blurry, and it takes a second or two to sharpen and develop. I'm not taking night mode shots, just standard day photos.

Is this normal?

I think that's pretty normal behaviour, it might be still applying post processing, or it might take a moment to fully load in the full resolution image.
 
It‘s normal, my 13 Pro does the same and I‘ve heard it mentioned in reviews as well.
 
This usually happens in low light settings or indoors, it shoud be fine with adequate light sources or outdoors. I believe night mode does require a post processing after a picture is taken.
 
Thank you for confirming, that this is normal.
I notices this also after switch from XR to 12. I was curious if something is wrong with my profile, but it happens also on my wife phone.
I can tell, that this not happening for outdoor photos with hight amount of light.

I upgrade every year and with my 13 Pro this is the first time I've really noticed that happening. Doesn't bother me but it is noticeable.
