MP 7,1 Is it normal that Fans and Graphics card RGB is on when sleeping?

I just noticed that when I put my 2019 Mac Pro to sleep, the RGB of the new graphics card I just put in is still on and the fans seem to be working as well as I can feel the wind from it. I have all the sleep features turned off in Energy Saver. Is this normal?
