I don't know what to make of it, but this is an expensive machine so I feel disappointed.

Every now and then, I start to feel occasional sluggishness just doing daily tasks such as using Safari and Chrome, using Apple Map to look things.

With Safari and Chrome: once in a while, it feels choppy to browse, especially if the webpage load map, like using the Marriott or Hilton website

With Apple Map: it stutters...esp when browsing big cities

I have nothing running in the background and I am not plugged while doing these tasks.

For those with M1 Max, have you all experienced these?

No issues here - but I maxed out the RAM. If you've only got the 'off-the-shelf' model with 16GB, then the 12.0.1 Control Centre memory leak bug might be causing your issue. As has been documented on this forum, and elsewhere, there is a bug in 12.0.1 which causes Control Centre to use an inordinate amount of memory. Looking at Activity Monitor now, it's 'only' using 3.93GB, but it has been as high as 16GB+(one MR regular reported that his was using more than 32GB (and was also reporting his total RAM as 160GB!)).

Check how much is being reported as being used by Control Centre in Activity Monitor. Quitting Control Centre isn't going to do any harm.

Can't complain about my 16" M1 Max with 64 gig ram. I have on occasion found some quirks like heat, slowness after surfing the web. It seems that files are created in safari and that its internet cache is at 30,000 + files after 2 days of surfing. Cookies at 60 files. So I got into a habit of deleting cookies and deleting history after a few days and I run CCleaner after doing the above. I reboot and everything is AOK. I have on occasion used Firefox and do the same as necessary just like safari. I no longer use chrome that's because of Google sniffing out my habits and appearing in ads etc.

I haven't experienced any choppiness in web browsing or any similar app. The Max is blazing fast and I have never experienced such a smooth and responsive desktop operating system.

How you experience things can depend on the content you are loading, the internet speed and your expectations. If you visit a website full of junk ads then no browser or computer on the planet will be happy with it.

Maps apps always stutter even if you had a 100 core 10 ghz computer. They are loading a lot of data at the same time as you move around. They have no way of predicting your navigation behaviour so the app will always be trying to keep up with you.

I’ve had both max and pro versions and noticed sluggishness on both… until I did a clean install. I had been migrating from machine to machine for years.
I did a clean install - just moving documents / files only and doing a clean install of apps. All my contacts, mail, calendar, photos are on iCloud so that made it easier.
I didn’t bring over any preferences, settings, etc from my older machines and now my M1 is way faster.
I don’t know what it was that was slowing it down. It was a pain to do. Took a normally 2-4 hour process and turned it into a full day. But it was worth it.
