I have a zipped up carrying case for my ipad that I put my ipad in.

Is it recommended to power off your ipad when it's in a tightly sealed carrying case, or can you leave it on?

I'm worried about heat build up.

It does not matter. Even if you turned it on and packed it in you case it would not overheat. I use a cover that puts it to sleep and only turn my iPad off about once a month.

Just relax and enjoy your device.
 
Its fine, when I travel, it at times is in a backpack for hours on the flight.
