Is it possible save photos taken with the Camera app as files instead of into the Photos app?

2nd edit: it looks like its not possible but a way to quickly put them into iCloud (where I want them) is with a shortcut:

Edit: *by default*, I don't want to share them to the files app manually. I want photos to be automatically saved to files.

Saving them as files would make them easier to export.
