A few weeks ago I bought the 16 GB iPad 2 and I would like to know if its possible to backup the purchased apps to an external hard drive instead of using the internal hard drive in my MBP? I also would like to know how to move the purchased apps that are stored on my mbp's internal hard drive to the external hard drive?

Why bother unless they are something controversial that Apple are likely to remove? Just keep them stored in the cloud and download them when you want to use them, only benefit I could see in backing up all your purchased apps is to maintain your progress in games.
I would use dropbox and sync the folder containing the apps on your MBP to dropbox.
