is it possible to convert a VCD "mpeg" file to DVD quality file? I think DVD is running mpeg 4 video right? if so, which program and what system speci for converting a 74mins mpeg movie to mpeg4 quality...
 
DVD is mpeg 2, and there is no possible way to make any video better quality than it already is, if that it what you mean. Anytime you convert video from one format to another, you are going to get quality loss of somesort, visually percepable or not.

All you have to do is hire Patrick Stewart to say "Enhance." Works every time.

Not of any help to you, but I thought DVD was a MPEG2 stream

You're correct.

You can convert a mp3 to most any format. However, mp3 is a "lossy" format. That is, the music is compressed and then certain data is thrown out, much like a jpeg file. When the music (or the picture) is opened later the gaps in the data are filled in by interpolation. Good, but not as good as CD quality.

You can change the format, but you can't gain lost data (quality).
