When I enter my email to sign into https://www.icloud.com/, it shows an option to sign in with a passkey. When I select it, it tries to get a passkey from my password option, and there seems to be no option to create one in Apple account settings, or on the betas on macOS 15 and iOS 18.

offering to/generating a passkey happens after the initial login - you have to login first. (we’re talking existing logins here.) In Apple’s words:

Replace the password for an existing account with a passkey
  1. Sign in to the account with your password.
  2. Choose Apple menu

    > System Settings, then click Passwords

    in the sidebar. (You may need to scroll down.)
  3. Click the Info button

  4. Click Change Password on Website.

You can either do this on your iOS/iPadOS>= 17-device, or via system settings.
