I guess the title says it all, but to elaborate a bit, is it possible to create an App that will configure the iPhone (or iPad) VPN client with a user name and password, server details, etc., without any intervention from the user. In other words, download the app (pre-configured with the user's details), and it sets up the VPN client automatically.

An app cannot alter system-wide user settings. This includes VPN settings. The enterprise configuration utility, which you can download and read about here, may well be able to create a profile which can be loaded onto the phone with these details.
Many thanks for this helpful reply. To be honest, much of this is above my head - I just know what I am trying to achieve but it would seem that it isn't possible. But I'm going to go through the info associated with the configuration utility and see if there's anything that might fit the bill.
