I get that Apple wants to make it really difficult to find anything that's not in your user folder, but is there anyway to force spotlight to search the entire HDD?

Or is there an app that does this? I'm on 10.7

You can use Finder to search your entire drive. Spotlight won't return search results from system or library folders.

I use the app iFileX for this. Free and by default searches the entire drive.

Finder will do this also but you have to jump through some hoops to make it work.
