The highest resolution I can get at the moment is 1600x900 using a MacBook Pro, however I know that my monitor is capable of 1920x1080, as this is the resolution I used with my last computer which was a PC. I am using the Mini Display port to DVI adapter. The MacBook is fairly new. I bought it in April 2010.

Yes. It would work without issue.

I use a 23" monitor with 1920x1080 everyday with my MBP 13" Although if you are trying to mirror the display you will be limited to the lowest resolution.

Perhaps I should rephrase the question...HOW do I get 1920x1080? System preferences only gives me the option of 1600x900, but I know the monitor can handle more.
