Is it possible to keep my iTunes library in-sync with my external drive?

Hi, I would like to keep my iTunes library organized and synced up to my external hd. This means whenever I delete a music file in iTunes, I would like the change to apply to the hd (upon plugging in the HD of course), and vice-versa. If this is at all possible, it'll make things a lot easier for me. Thanks for your help in advance.
