Is it possible to pair two bluetooth headsets at once with the ipad so two kids can watch a movie on one ipad?

No, and Yes

The Apple Bluetooth interface apparently will only support one device at a time. To solve my issue I have successfully used an i10 Multi-Stream iPod transmitter (available from Amazon). I found two tiny stereo receivers on Deal Extreme (smaller than iPod Shuffles and rechargeable) and the entire setup works great.
