Mine wifi keeps coming back on when I disable it.

How to permanently sotp it?
 
Have you actually disabled it by going to system settings > wifi or did you just "disconnect" it via control center by swiping from the top?
 
I use control center.

I can't actually find the settings app anymore. I deleted it I think?

No worries, it's impossible to get deleted.
You can search for "Wi-Fi" or "Settings":
Or you could simply tell Siri do disable Wi-Fi.

edit: IMHO it's completely stupid this way when you already have Control Center for exactly this use case but apparently Apple thinks different...
