Would I need to back up these specific items to iCloud and then restore? Is there any other way
 
There are third party utilities that offer selective backup iirc. You should also be able to configure iCloud backup to do only what you want.

There is no selective restore on iCloud backup restore. Thord party solution doesn’t always work.
 
You don’t need to restore them. Just make sure to do an iCloud backup, do a manual backup just to be safe by going to Settings>User>iCloud>iCloud backup. You can be selective by toggle on what items you want to backup to iCloud. Restore iPhone, set up as new and once you sign into iCloud, it will automatically resync everything. You’ll need to just manual disable which items to stop sync and it will prompt you if you want to delete those items previously synced on the device
 
Photos, contacts, and messages are all things that can be saved in iCloud. Go to Settings, then click your name at the top, then click iCloud, then make sure that Photos, Messages, and Contacts are all turned on.

Then set up your new phone as a new device and it will sync your photos, messages, and contacts (as well as anything else that you had turned on there) from iCloud automatically.

No need to mess with a backup at all.

Yes. You don’t need to do from backup. I have all photos in iCloud. All my contacts are in Gmail account. Notes, etc are synced to iCloud. I setup as new then add Gmail account(s) and apps.
 
Set up as new. After you enter your Apple ID, all iCloud data will link to the phone automatically
