Is it possible to stream stuff from iPhone to iPad?

Plex can do this. It works with both devices connected to the same wifi network or with the iPad tethered to the iPhone. You just need to enable Mobile Media Server in Plex on the iPhone. Caveat, Plex doesn't keep the iPhone/iPad awake when running Mobile Media Server so you might find your video cutting off every 10 minutes or so.
